摘要
政府绩效评估对于提高我国政府绩效、提升政府能力以及改善政府与公民之间的关系有着重要的意义。但是,我国绩效评估还处于起步阶段,其发展运用还存在很多问题。从行政文化角度来看,崇拜权力、重中庸、“潜规则”、重人治等为政府绩效评估的运行设置了重重障碍。要走出这些困境,必须完善政府绩效评估制度,通过良好而刚性的制度来“矫枉过正”,并形成政府绩效评估的良好氛围。
It has the vital significance in improving the government performance, enhancing the government's abilities and improving the relationship between the government and citizens. However, there are some problems because of its early stage. From the viewpoint of administrative culture, the worship power, the doctrine of the mean, informal rules and emphasis on the rule of man, are obstacles for us to implement government performance evaluation in China. In order to solve these problems, we should perfect government performance evaluation system. We should create a good atmosphere for government performance evaluation through perfect and rigid system.
