区域资源生态经济系统及其运行机制初探

Study on Eco-economic System of Regional Mineral Resources and Its Running Mechanism

系统是事物普遍存在的表现形式和运行方式,系统的层次性是系统的基本特征之一。本文以社会经济发展与地区资源、环境相互作用的内在规律为基础,进行了区域经济系统、生态经济系统和生态系统的层次界定;具体分析了区域资源生态经济系统的构成和运行特征;并在全面分析研究不同层次系统运行机制选择要求的基础上,构建了以政策调控为统领,资源、产业、科技、市场相协调的四面体式宏观调控机制体系,为合理规划区域资源、经济、环境的协调发展提供决策依据。

System is the general form and running style of objects, and hierarchy is one basic feature of it. Base on the natural rules of social economic development, regional resources and environment, the regional economic system, ecoeconomic system and ecological system have been delimited in this paper. The architecture and run- ning characteristics of regional resources eco - economic system are studied. According to the mechanism demand of deferent system levels, the macro- control mechanism system for policy controlling and coordinating of resources, industry, science- technology and market have been constituted. The proposals for reasonable planning harmonious development of resources, economy and environment have been provided.
