我国高等教育公共管理中的行为失范及其矫正

Misconducts in Public Management of Our Country's Higher Education and Countermeasures

高等教育公共管理的合法性基础是高等教育具有公共物品的性质,公共性是衡量高等教育公共管理基本的规范价值尺度。高等教育公共性受到现实挑战的因素很多,其中有观念性因素、资源性因素、政治性因素,也有公共管理本身的因素。管理主义盛行、管理伦理不端,是高等教育公共管理中行为失范的重要原因。改善高等教育公共管理,需要树立正确的管理价值观,建立民主管理制度和权力约束机制,推进社会治理。

Legitimacy foundation of public management of higher education is that higher education is the public goods in nature. This public goods attribute is a basic scale to measure public management of higher education. But many practical factors challenge this attribute of higher education. These factors include idea, resource, politic, and public management .And prevalence of managerialism and dishonorable idea and behaviors in management ethics are also important reasons to misconducts in public management of higher education. To improve public management of higher education, colleges and universities need to set up correct concept on management value, establish democratic management system and power restraint and supervision mechanism, and advance the development of social governance.
