Effects of Rural Tax and Fee Reform on farmland Irrigation Construction and Advices about Its Mechanism Innovation

本文就我国农村税费改革后,对农田水利基本建设的三个方面的影响进行了论述,并就建立农田水利基本建设的新机制提出了四个行之有效的建议。

After the rural tax and fee reform , it has effected on farmland irrigation constructin and three infection factors were analyzed in this paper, then four advices of mechanism innovation were given for rapid development of farmland irrigation construction.
