《农业协定》与国外农业补贴对我国农业发展的启示

Suggestions to the Development of Agriculture of Our Country from Monetary Assistance Abroad and the “Agricultural Entente”

从关贸总协定到乌拉圭回合,世界农产品贸易问题步履维艰。但最终《农业协定》的达成标志着农产品贸易向自由和公平迈出了最重要的一步。尽管如此,我们仍然要清楚地认识到,农业是关系国计民生的重要部门,目前世界各国对本国农业均在不同程度上采取了谨慎保护的态度并且在今后相当长时间内这种保护将继续存在。我们必须立足于本国实际,在世界贸易组织的框架下遵守《农业协定》规定,同时充分利用国际规则提供的各种保护空间,研究学习其他国家对农业的补贴措施和发展趋势,积极完善和发展我国农业支持政策、提高我国农产品在国际市场上的竞争力。

The final coming into an agreement to the ＂Agricultural Entente＂ is a very important indication for the free and fair trade of farm-products, which in GATT and Uruguay negotiations has been a tough question. Governments in all countries in the world nowadays adopt different measures to protect their domestic trade at present and for the future, for the fact that agriculture is vital to the national economy and the people＇s livelihood. According to this, China has to learn from the other countries in this aspect so as to perfect our policy to support and help to enhance the competitiveness of our farm-products in the world market, under the guideline of the ＂Agricultural Entente＂of WTO.
