Asian Currency Unit and the Exchange Rate Cooperation System in East Asia

亚洲货币单位(ACU)若在2006年正式对外发布,这将在很大程度上将推动东亚货币合作的进程。同时东亚汇率合作机制的建立又是东亚货币合作的核心。文章重点探讨东亚汇率合作机制的合作模式及现实可行性,提出盯住“混合驻锚”的货币篮汇率合作方案,即东亚各经济体在经济发展的基础上逐步退出传统的单一盯住美元的汇率制度,实行共同盯住“混合驻锚”的货币篮汇率合作体系。并在此基础上,指出东亚汇率合作机制的建立对中国的启示和中国的作为。

If Asian Currency Unit （ACU） will be released formally in 2006, which will propose the course of the monetary cooperation in East Asia. Simultaneously, the exchange rate cooperation system is the core of the monetary cooperation in East Asia. Having analyzed various kinds of cooperative modes of the exchange rate coordination mechanism in East Asia and their realistic feasibility, the thesis puts forward the mixed anchor currency basket project, that is to say, the economy in East Asia should withdraw from the traditional exchange rate system of pegging to U.S. dollar step by step and implement the exchange rate cooperative system of pegging to the mixed anchor currency basket. Taking it as basis, the author points out the enlightenment to China of Monetary Cooperation System process in East Asia and China＇s coming behaviors.
