卫生部临床学科重点项目建设与发展的思考

General discussion on the building of the Key Clinical Project from the Ministry of Health

“卫生部部属（管）医疗机构临床学科重点项目建设专项资金”是国家投入的一项专门资助临床学科研究项目的资金。项目启动至今，卫生部始终坚持资助高水平临床研究的理念和方向、摸索充分发挥社会团体优势的管理模式、依靠项目依托单位，完善管理机制，推进卓越管理。临床学科重点项目在优势学科建设、创新型人才培养及科研管理水平提升方面取得了丰硕的成果。本文通过思考和探讨其管理理念、管理模式及管理机制，以期更加有效地使用有限的政府投入、提高专项资金的管理水平及更好地服务于我国临床学科的建设和发展。

The Key Clinical Project from the Ministry of Health is specially funded by the nation to support clinical researches. From the start, the Ministry of Health held the concept of financing advanced clinical studies, groped a management pattern under the sufficient exertion of the advantages of the social or-ganization and relied on research institutes to perform excellent management. The Key Clinical Project from the Ministry of Health has gained lots of prominent achievements in preponderant subjects building, innova-tive talents cultivation and the development of scientific research management. This article summarized the concept, management mode and its managerial mechanism of the Key Clinical Project from the Ministry of Health. Also, It was expected to help utilizing the limited input from the government efficiently, improving the management level of special fund and performing better in the building and development of the national clinical subjects.
