摘要
制定能源安全战略和政策需要,首先要从能源安全的概念和范式出发,探讨能源安全的内涵和特性。维护能源安全,国家需要在减少对国外能源依赖的同时,全方位参与世界能源资源的竞争和国际能源安全机制的构建。
To establish energy security strategy and policy,we firstly need to discuss the connotation and feature of energy security from its conception and model.In order to maintain its energy security,a state should participate in the competition of world energy resources and establishment of international energy security mechanism while reducing its dependence on foreign energy.
