和谐视角下建立失地农民社会保障制度的思考

Pondering on the social security system of the landless peasants under the harmonious angle of view

和谐社会应该包括城镇和农村在内的全社会的共同和谐,从和谐的本质看,和谐社会应该体现社会主义的本质,它应该是一个各方利益均能得到有效协调、社会管理体制不断创新的稳定有序的社会。本文以湖南省为例,分析了失地农民社会保障存在的两大问题,提出了若干相关的政策建议,以期对构建和谐农村、和谐社会有一定的参考价值。

A harmonious society should include the urban and the rural harmony. As the essence of harmony, a harmonious society should reflect the nature of socialism, it should be an effective coordination of the interests of all parties, and also it should be stable and orderly society that reflects the innovation of social management system. In this thesis, we take Hunan Province as example, analyze two major issues of social security system of the landless peasants, then we put forward a number of relevant policy recommendations, so as to come out some reference value for building harmonious countryside.
