摘要
过剩经济和经济全球化等社会环境的发展正在构建一个迅速变化的世界,为了适应这种变化,许多学者对组织设计方法进行研究,提出了用基于能力的人力资源管理取代传统的基于工作的人力资源管理。然而,在日益激烈的全球竞争环境中,企业的战略周期越来越短,当它以我们难以想象的速度缩短时,基于能力的人力资源管理也无能为力。本文从系统转变、系统设计、系统维持和人自身的限制四个方面论述了基于能力的人力资源管理面临的挑战,同时提出组织柔性的人力资源管理思想以寻求更具适应性的组织设计方法。
The environmental development such as economic surplus and globalization is building a rapidly changing world, in order to adapt to these changes, many researchers suggest the new trend of human resource management From jobbased human resource management to competency-based human resource management. However, in the global competitive environment, the strategic cycles of enterprises have become shorter and shorter, if they are shorten at a indescribable speed, human resource management based on competency is also powerless. The paper discusses the challenges of the competency-based human resource management from the point of systemic transformation, systemic design systemic maintenance and hominine own limitations, meanwhile, the thought of human resources management based on flexibility is discussed.
