转型时期的新疆弱势群体问题研究

A Study of the Weak Groups in Social Transformation in Xinjiang

由于新疆特殊的区情,社会弱势群体的构成状况较内地省区复杂,其中尤为特殊的是少数民族贫困农牧民和生产建设兵团团场困难职工这两大弱势人群。这些弱势群体的特殊性,使扶弱解困难度加大。而且其规模有不断扩大的趋势,已经成为影响新疆社会稳定与社会发展的重要风险因素之一。对此必须高度关注,切实重视。

Xinjiang, for its special situations is more complex in terms of the formation of social weak groups than other inland provinces. The two biggest groups are the poor minority farmers and herdsmen and the needy staff of the XJPCC. As they are special, it is more difficult to help them relieve poverty. What is more, they are growing in numbers, which has become one of the most important factors affecting the social stability and development in Xinjiang.
