规制俘获理论研究的新视角:“规制猎获”研究

A New Perspective to Study the Theory of Regulation Capture: Regulation Plunder

规制俘获理论是规制经济学的重要内容。从规制者主动猎获的视角提出“规制猎获”的概念是本文首次提出,“规制猎获”是规制俘获理论逻辑演进的进一步深化。“规制猎获”是规制者为追求个人利益最大化以主动的态势通过敲诈、胁迫、共谋等方式直接掠夺被规制者利益或公共资源的规制行为。规制猎获具有主动性、博弈性、虚伪性和掠夺性特征。相对于规制俘获,“规制猎获”具有更大的政治、经济和社会危害性。

The theory of regulation capture is an important part of the economice of regulation.This paper firstly puts forward the concept ＂regulation plunder＂, which is believed to be a further step for logic evolution of ＂regulation capture＂. Through the study on the characteristics, causes and mechanism of ＂regulation plunder＂, this paper tries to show that ＂regulation plunder＂ will do far more harm to economy, politics and society.
