摘要
国内的石化工业园区规划多由石化设计院编制,往往存在重视产品链和工艺设计而忽略从城市、环境、交通等方面进行综合协调和考虑的问题。大亚湾石化西区规划调整借鉴日本鹿岛临海工业带和新加坡裕廊化工岛的经验,遵循石化区物质集散特点进行合理的交通组织,在产业层面尊重市场的选择而不是设计单一的产品链,灵活布局路网,明确基础设施用地和绿地的位置和规模,并形成“土地利用束”,以体现用地布局的刚性和弹性,保留原有自然山水,体现滨海特色。
Previous plans of petroleum industry zones in China weighed industry chain over coordination of city, environment, and transit. Learning from experiences of Deer Island seashore industry belt in Japan and Yulang chemical industry island in Singapore, Daya Bay west petroleum industry zone planning preserves natural landscape, improves the transit organization, industry chain, infrastructure and green space according to logistics market demands, and controls land use elastically.
