清末《宪志》日刊述论

An Analysis of the Constitutional Annals in the Last Years of Qing Dynasty

《宪志》日刊是清末立宪运动高潮时期由预备立宪公会创办的一份立宪刊物。《宪志》日刊的宣传内容有对立宪理论问题的探讨,但更多的是结合时局对清政府每一项改革措施的及时报道和评价。从该刊物的宣传内容与特点,可以看出清末立宪派的政治态度及其表现方式,以及立宪派与清政府在立宪目标上的相异。

Constitutional Annals is a constitutional journal which was established by the Preparatory Council for Constitutionalism during the peak of the constitutional movements in the last years of Qing dynasty. There were some discussion about constitutional theory, but there were more timely reports and comments on every reform measures of Qing government in it. From its propagating contents and characteristic, we may find the political attitudes and expressing ways of the Constitutionalism group in the last years of Qing dynasty and the differences of the constitutional aim between the Constitutionalism group and Qing government.
