Recovery of water environment in the Seine-Normandy Basin

塞纳河-诺曼底流域,在法国居于重要地位,联合国教科文组织“世界水评估计划”曾对此进行个案研究。随着人口增加和河流的开发,流域出现了严重的洪涝、污染问题,水与环境遭到很大破坏,给人们的生活和福利带来了挑战。40多年来,为恢复流域生态与环境,法国颁布实施水法,成立流域管理局,制定水管理总体规划,改革水管理体制,把公众参与引入流域管理,用经济手段治污,开展风险管理,使流域生态与环境发生了很大变化。

The Seine-Normandy Basin places an important role in France. A case study was made under ＂World Water Assessment Plan＂ organized by the UNESCO. Because of increase of population and river development, flood, pollution and water environment became worse that threatened the people living in the basin. In order to recovery the ecological system and environment of the basin, the Basin Committee and《Framework water catchment management plans》was set up by the Water Act. In the last more than 40 years, many actions are taken, such as water management system reform, introducing participatory management into river basin management, control pollution by economic leverage and risk management etc. resulting in great improvement in ecological system and environment.
