银农合作——财政支农模式的创新

Cooperation of Financial Departments and Agriculture——the Innovation of Supporting Pattern of Finance to Agriculture

北京市在财政支农过程中,初步建立了一种多部门联动共同支农的长效支农机制;基本形成了一种财政支农资金的市场化运作模式;初步构建起支农融资平台,扩大了支农资金投入;培育起郊区信用体系,优化了投融资环境;促进了产业发展,带动了农民致富。但在银农合作过程中也存在一些问题。今后,要加强风险防范机制的建设,强化政府的政策导向作用,加强运行机制建设,创新合作模式。

In Beijing , in the process of supporting of finance to agriculture, a persistent mechanism which links up kinds of departments together to support agriculture was established initially, a market operating pattern of the financial fund for agriculture supporting was formed basically, the financing platform for agriculture supporting was constructed initially, the investment fund for agriculture supporting was expanded. Meanwhile,the suburb credit system was cultivated, and the financing environment was optimized. All these promote the development of agriculture and led the farmers to rich. But there are also some problems in the operating process of the cooperation of financial departments and agriculture. We should strengthen construction of risk guard mechanism , strengthen the policy guidance function of the government , strengthen construction of operating mechanism and innovate the cooperation pattern.
