论城市外来务工人员NGO的培育——以解决外来务工人员违法犯罪问题为切入点

On the cultivation of external workers' NGO——Aimed to solve the problem of external workers' law-breaking and crime-committing

外来务工人员是城市建设的生力军,他们为城市的发展做出了重大贡献,但近年其违法犯罪问题日益凸显,主要原因在于他们经济上的窘困、维权的艰难、精神文化生活的贫乏及心理健康状况的恶化,各方面的需求不能得到基本的满足。外来务工人员NGO作为非政府组织,具有自身特有的资源、效率和机制优势,对于维护外来务工人员权益、改善外来务工人员生存和发展环境起着特殊的重要的作用,为此需加以大力培育和扶持。

External workers is a vital rew force in urban construction. They have made great contributions to urban development. But the problem of their law-breaking and crime-committting have arisen rapidly in recent years. The main reasons for it lie in their being hard up and their difficulties in safeguarding rights, their being poor in spiritual life and the worsening of their mental health condition and their various need＇ s not being able to be satisfied. External workers NGO as a non-government organization has its own special advantages of resources,effi- ciency, change-adapting and mechanism and plays an important role in safeguarding the rights and interests of ex- ternal workers and improving the environment for external workers＇ survival and development. Therefore, major efforts should be devoted to cultivating and supporting NGO.
