摘要 对IEEE30节点算例系统进行仿真并建立了调频容量释放指标体系,分析了调频备用容量的释放是否能满足系统要求和调频容量释放过程中的受阻原因。提出的指标体系能反映网络负荷跟踪能力,识别调频备用的有效性,可为调度员调频备用提供必要信息,能对一、二次调频过程中的差异进行解耦量化,可为电力市场环境下调频服务合理付费提供依据。 According to the simulation results of IEEE 30-bus system, an index system for frequency regulation reserve release, which reflects the load-following capability of power network, is established. Whether the release of frequency regulation reserve could satisfy the requirement of power system or not is analyzed, the reasons that encumber the frequency regulation capacity release are analyzed; the effectiveness of frequency regulation reserve is discriminated; in order to offer necessary information for the dispatching of frequency regulation reserve. According to the difference between primary frequency regulation and secondary frequency regulation, the decomposition and quantification of the two frequency regulation processes are conducted to provide scientific foundation for rational payment of frequency regulation service in market environment.
