Building harmonious zone on the west coast of Taiwan Strait and new legal framework of administrative behavior

政府职能及其行为方式成为当前我省建设海峡西岸经济区过程中一个突出的“题域”。构建新型行政行为法律体系来规范政府行政行为和行政程序,是提高政府生产力的必由之路,也是构建和谐海西的前提基础。突出福建沿海和对台区位优势,依据合法性、可行性和人权的尺度为标准来完善行政行为法律体系,既是建立服务型政府的客观需要,又是“筑巢引凤”、构建和谐海西的的必然要求。

The function and behavior of government has become an outstanding issue in course of building the economic zone on the west coast of Taiwan Strait in our province. The government of our province should make administrative behavior and administrative procedure standardization by building a new legal framework of administrative behavior, because it is not only the only way to improve their ruling ability but also the legal basis of building harmonious zone on the west coast of Taiwan Strait. According to the criteria of legality, rationality and the measure of human rights, our province should improve the legal framework of administrative behavior by taking advantage of opening and trading with Taiwan. In that way, it can not only meet the demand of building service- oriented government, but also make our province suitable for investing and building harmonious zone on the west coast of Taiwan Strait.
