当前,我国经济社会不仅面临着国际环境的挑战,同时还担负着全面建设小康社会的历史重任。以科技促进可持续发展,走科技创新之路是我国顺应时代发展潮流的唯一选择。近年来,我国已充分认识到科技创新的重要性,并于“十一五”规划中明确提出了建设“创新型国家”的发展战略,把提升科技创新能力作为今后国家经济和产业发展的核心。作为国家宏观调控的有效手段,财政政策在促进科技发展的过程中担负着重要的职责和功能。本文通过横向比较我国与国外“创新型国家”的各项指标体系,找出我国科技发展的差距和不足,从公共财政的视角出发,就如何培养和提升科技创新能力提出了几点政策建议。

This paper compared the index of ＂innovation country＂ about china and the other countries, discovered the disparity and the insufficiency in china, from the view of public financial, presented several policy proposals on how to raise technology innovation ability.
