公共性的本质特征决定了公共信息资源管理必须在广泛共享的基础上走多元化的发展道路。为改进公共信息资源的管理现状,促进公共信息资源深层次开发利用,必须建立一个以政府为主导的多元化公共信息资源管理模式和共享体系。

Publicity the innate character which decides the strategy of public information resources exploitation management and should create a way of multi--elemental participation develomect on the base of information shared extensively. In order to improve the status quo of public information resources exploitation management and to promote exploitation utilization of public information resources deeply, a new multi- elemental participation system of development management and shared information should be built by taking the government as the leading factor.
