欠发达地区农村劳动力转移的途径与对策——以苏北地区为例

Ways and Countermeasures of Rural Labor Force Transfer in Underdeveloped Regions

农村劳动力转移是当前建设社会主义新农村必须面对的问题。通过对苏北农村劳动力的现状进行调查分析,发现其在总量,劳动者素质,农村二、三产业发展,制度政策等方面存在一系列问题。应以就地转移和异地输出相结合,把推进城市化进程,提升农村工业化和产业化水平,提高劳动力素质,加强农村劳动力转移的组织化作为推动苏北劳动力转移的对策。

Rural labor force transfer was a question which must be faced during building the new socialist countryside. Present situation of rural labor force in northern Jiangsu was investigated and analyzed. There existed a series of problems in rural labor force transfer of Jiangsu Province such as total amount, labor force quality, system policy and the second and third industry development in countryside. According to the actual situation of rural labor force transfer in northern Jiangsu, it was concluded that out that labor force transfer should combine with labor force output to other land. Countermeasures to promote rural labor force transfer in northern Jiangsu were put forward, such as advancing urbanization process, promoting rural industrialization and enhance industrial level, improving workforce quality and strengthening the organizations of rural labor force transfer.
