我国历史文化街区复兴面对的问题与思考

Some Problems Concerning the Rejuvenation of Historical and Cultural Neighbourhood in China

文章以哈尔滨市花园街保护街区的复兴改造为例,探讨了当前我国城市历史文化街区复兴中存在的问题,指出:(1)历史文化街区复兴要解决的首要问题是土地成本与居民动迁;(2)核心问题是确立历史文化街区复兴的发展目标及动力;(3)选择科学合理的方法和手段是历史文化街区复兴的关键问题。(4)要在借鉴其他国家的先进经验的基础上,通过不断的实践进行摸索、总结,集合政府、专家学者、普通居民、开发机构等各方面的力量将历史文化街区的复兴之路走稳、走好。

The paper first looks at some problems existed in the rejuvenation of historical and cutural neighbourhood in China,these include;the problem that must be tackled firstly is land cost and residents removal;the core peoblem is the establishment of the development target and motive force for rejuvenation;and the key problem is the selection of scientific and rational means and methods.the paper goes on to point out that in order to realize the rejuvenation,we must use the advanced experiences of other countries for reference,and gather the power from government,experts and scholars,common residents and development organizations.
