军队医院担负着部队卫勤保障和社会公益性卫生事业的双重任务，强化医院全面建设，正确处理１０个关系，才是医院管理者的着眼点和立足点。这１０个关系即：思想政治工作与各项工作、为部队服务和对外有偿服务、医院全面建设与特色建设、医疗工作与科研工作、“软件”与“硬件”建设、购置大型设备与基础设备、购置医疗设备和改善生活设施、军队医院与地方医院、医疗纠纷与医患，及医院内部的各种关系。

The army hospital shoulders the dual responsibilities of serving both the military and the civilians. It is the intensification of overall hospital construction and the handling of the 10 relationships that should be hospital administrators' focus of attention and standpoint. The 10 relationships are: the ideological work vs. different other jobs, free service for the military vs. paid service for the civilians, the overall construction vs. special project, medical treatment vs. scientific research, the construction of the “software”vs. the “hardware”, the purchase of giant vs. basic equipment, the purchase of medical equipment vs. household appliances, army vs civilian hospitals, medical disputes vs. medical disasters, and the internal one between the hospital departments.
