村委会“海选”是保证农村村民民主权利的重要形式,其中存在家族影响、贿选和破坏选举等问题。这些问题的产生涉及经济、政治、社会、历史、法律诸多因素的影响。因而必须促进“海选”过程法治化、规范化、制度化,具体操作严格化,加强村委会建设,提高村民思想认识水平,切实完善村委会“海选”。

The ＂wide election＂ of village committee is an important form that protects the villagers＇ democracy rights. However, there exist the problems of family influence, bribing votes and wrecking votes in the election. These problems involve themselves in the influence of many factors, such as economy, politics, society, history and law. We must make sure that the process of ＂wide election＂ should be lawful, standard, institutionalized and strict in its operation to strengthen the village committee construction, improve the villagers＇ mentality and perfect the ＂wide election＂ of village committee.
