摘要
建立全民普享的社会保障体系是从中央高层到普通民众的共同理想和追求目标。本文认为目前中国建立全民统一的社会基本养老保障的时机已经完全成熟,并对如何构建全民社会养老保障的目标模式和路径选择作了初步探讨。
Establishing social security for the whole nation is the common ideal and goal of the central government and the ordinary people. The opportunity of establishing the basic old-age insurance for the whole nation is mature. This paper discusses which target mode and route we can choose in establishing uniform insurance system for the whole nation.
