摘要
我国房地产市场“乱象”的根源在于政府身兼政治实体和经济实体。要分开两类性质不同的国企。提供廉租房经济适用房的国企属政府所有和管辖,保障低收入群体住房;从事经营性竞争性房地产国企,应归作为经济实体的国家所统辖,需要在政府之外另设国家载体,如新国资委。政府应在保障公屋供给的基础上注重用经济杠杆调控商品房价。
Housing prices in China are running away despite gov-ernment measures.Why? The author argues the fundamental cause is the government itself.The government in the real es-tate business and in housing market,is playing dual roles:sup-plier of public products such a cheap-rent housing,and the supplier of market products in the forms of land and housing.If the dual role of the government in this marekt is not to be changed,effectiveness of real estate marekt regulation could not easily achieved.
