The paper introduces the state quo of resin resources and production in Xinping county, and identifies that the main reason for low yield of resin is due to unclear property right of collecting resin resource. Meantime, it elaborates the theory, policy, legal basis and objectives of the reform. According to the reform of collective forest property right system, the paper also explores the countermeasures for optimum utilization of resin resource in Xinping county.
