浅谈近代中国海关自主权的丧失

On the Process of Losing Decision-making Power of Chinese Modern Customs

在鸦片战争后,中国海关的自主性逐步丧失。特别是1853年上海小刀会占领上海,上海海关(江海关)被捣毁后,驻沪的英军乘机关闭海关。随后清政府与英、美、法领事签署协议,成立了由英、美、法把持的上海税务管理委员会。从此,外国人开始“帮办”中国海关,使中国近代海关逐渐丧失自主权,并成为英、美、法领事馆的附庸。

After the Opium War, the independence of Chinese customs has gradually lost, especially after the outbreak of Xiaodaohui in 1853 and Shanghai Customs was destroyed. So the British Army took the advantage of the occasion and closed the customs. The government of the Qing Dynasty signed agreement with the three consuls and set up Shanghai Tariff Committee controlled by them. Since then, the foreigners began to ＂assist＂ the work of Chinese customs. It began the process of losing its power of the customs, and the committee became an auxiliary appendage of the foreign consulate.
