业主制水利工程移民问题解析——基于清江隔河岩水库移民问题的思考

Researches on resettlement due to water resources projects with clients' participation-On problems of immigrants of Gehe Rock on Qingjiang River

针对清江隔河岩移民工作中业主制的现实问题,提出必须贯彻业主制的水利工程移民、建立市场化的移民补偿机制、引入移民监理机制、加快水库移民立法工作、加快移民机构改革等解决业主制水利工程移民问题困扰的对策建议。

After 10 years' support for immigrants of Gehe Rock on Qingjiang River,there are still serious problems in the project of resettlement.The reasons of the problems in the project of resettlement of Gehe Rock on Qingjiang River are analyzed.Some suggestions are given as follows: carrying out the resettlement due to water river projects with clients' participation,the market compensation mechanism for resettlement,the resettlement supervision mechanism,the legislation of resettlement due to water resources projects,and the reform of resettlement departments,etc.
