As an important role in the late Qing Dynasty, Li-Hongzhang, from 1960s to 1990s, protected Chinese coolie labor very actively, and had some achievement. During this time, the emphasis of his work varied from different periods. Li Hongzhang gradually formed opinions of his own and showed his outstanding sight and excellent capacity in political and diplomatic fields.
