医疗卫生服务关系到公众健康、人力资源和社会公平,而目前我国医疗卫生改革依然经受着取向模糊的痛苦.本文以发展经济学理论为基础,从医疗卫生公共产品特性的认定入手,分析医疗卫生产品多元化提供的可能性和必要性,指出政府在医疗卫生服务中的责任和医疗市场中的正确定位,并提出了卫生改革发展框架性的对策.

Medical treatment and sanitation concerns public health, human resource and social justice, while the medical treatment reform has been remaining controversial and orientation of development unclear. Based on theoretical analysis, this article analyses the possibility and necessity of multiple supply in medical treatment and sanitation products, points out what responsibility the government should assume and what position the government should take in medical treatment and sanitation services
