理顺我国执政党、人大与政府之间的关系

To Rationalize the Relation among Party in Power,National People's Congress and the Government in Our Country

按照民主政治的价值目标,结合我国的政治体制,我国执政党、人大与政府这三者之间的关系应为:党处于领导地位,党领导人大,人大监督党的活动;党通过人大和政府的立法来调控政府,政府在方针路线上与党保持一致;人大选举产生和监督政府,政府直接对人大负责。目前在我国的政治实践中,党与人大、党与政府、人大与政府之间关系还有不正常、不规范的现象。

According to the democratic politics value target, combining with political system of our country, the relation among party in power, National People＇s Congress and the government in our country should be that Party which is in leading position leads National People＇s Congress but Party is superintended by it;Party controls the government which keeps on policy with Party coinciding using legislation by National People＇s Congress and the government;National People＇s Congress superintends the government, which is responsible directly to it. At present the relation among Party , National People＇s Congress and the government also has abnormal phenomenon.
