“十五”水电建设项目造价水平分析

Construction Cost Analysis of Hydropower Projects in the “Tenth Five Year Plan”

我国水能资源开发已经进入高潮时期,水能资源可再生性和大中型水电站在推动地区经济中的作用已经取得社会共识。同时,水电站建设过程中占用和影响的资源比火电厂多,土地、环保、移民等方面的建设成本和水电工程造价整体水平也为各方面所关注。作者以国家电监会《“十五”期间投产电力工程项目造价监管信息报告》为引子,搜集近几年的相关资料,分析了“十五”期间投产、在建和拟建水电项目的综合造价水平,并对科学发展观指导下的水电造价理念、水火电造价的关系等问题进行了讨论。

The hydro-energy development in China has gone into a high construction period. The consensus has been reached on the renewability of hydro-energy resources and the role played by large-and medium-sized hydropower projects in the regional economy. However, the resources used and affected in the construction of hydroelectric projects are more than that for thermal power projects, all circles of the society also concern the total construction cost and the construction costs for land, environment protection and relocation etc. of hydroelectric projects. The author took the（Regulatory Information Report for Construction Costs of Electric Power Projects Commissioned in the Tenth Five-Year Plan））of the State Electricity Regulatory Commission as an introduction, collected relevant information in recent years, analyzed the integrated construction costs of hydroelectric projects under construction, commissioned and planned in the ＂Tenth Five-Year Plan＂ and discussed the issues such as the concept of hydropower construction cost under the guidance of scientific development view and the relationship between hydropower construction cost and thermal power construction cost.
