摘要
本文对“三渔”问题进行了界定,认为在“三渔”问题中,渔业发展是基础,渔村建设是保障,渔民生活水平和素质的全面提高是核心;通过与“三农”问题的对比,分析了“三渔”问题的特殊性,确立了我国“三渔”问题的基本分析框架。
