中国西部地区传染性非典型肺炎与传染病防治能力建设项目外部评估报告

External evaluation report on capability building of combating severe acute respiratory syndrome in the western region

目的评估项目实施计划的适宜性、可行性,项目目标的实现情况及其效果,总结项目经验,探讨存在的问题及改善建议。方法采用定量研究与定性研究相结合的方法进行评估,包括文献阅读、访谈、问卷调查、现场观察与考察。结果中央及各项目省建立了管理体系,领导和专家每省督导6次以上,下发书及传播材料68.7万份,培训4369人,项目成功实现预期目标,但可持续发展面临挑战。结论项目增强了项目省基层卫生人员的传染病防治能力,将对西部地区传染病防治产生持续的、深远的影响和作用。

Objective To evaluate the implementation plan＇s feasibility and realization of the purposes and effects, to summarize experiences, problems and suggestions. Methods Using documents review, interview and questionnaire survey, field observation and field visit to collect data and evaluate the effect. Results Management system has set up at central and provincial level. Leaders and experts have supervised each province more than 6 times. About 687000 copies of books and IEC materials have been distributed. 4369 persons were trained. The project has reached it＇s objectives successfully, but facing the challenge of sustainable development. Conclusion The project enhanced capacity building and will produce sustaining and deep effect on infectious disease prevention in the western region.
