试论政府环境信息主动公开制度的完善

The Discussion of the Improvement of the Government's Environmental Information Disclosure System

目前,我国环境信息公开制度还相当落后,实践中的环境信息公开基本上是以政府为义务主体的主动公开(政府环境信息主动公开制度),以政府为义务主体的依申请公开制度(政府环境信息依申请公开制度)和以企业为义务主体的环境信息公开制度(企业环境信息公开制度)基本处于空白状态。随着环境问题的日趋严重,现有的政府环境信息主动公开制度暴露出越来越多的缺陷与不足,需要完善。本文指出了我国政府环境主动信息公开制度的不足,在此基础上,提出了一些完善建议。

At present , the information disclosure system is fairly backwards.The environmental information positive disclosure by government is the main part used in practice, with the gaps of the environmental information opposite disclosure by government and by the enterprise.With the increasing environmental problems ,the shortcomings of the present disclosure system are stretching out ,thus it needs improving.This article points out the shortcomings of the present environmental information positive disclosure ,on the base of which it put forwards some suggested measures.
