新建本科院校能否健康持续发展,能否保证教育教学质量,最根本的在于抓好教师队伍建设。要做好这项工作,必须树立和落实科学发展观,把教师队伍建设放在优先发展的位置,实施创新人才工程,坚持引进与培养结合,深化人事分配制度改革,加强师德师风建设。

It is urgent to establish a faculty in high education to meet the need of education with high quality and continuing momentum. This paper discusses the possible ways to the construction of the faculty proposing to insist on the view of scientific development, give priority to improving the faculty and carry out the talent engineering in higher education; furthermore it is advocated to integrate training and advertising, deepen the reform of the personnel allotment system and strengthen the morals education of teachers.
