摘要
水库分期汛限水位方法利用洪水的季节性特征,能有效地缓解水库汛期防洪和兴利间的矛盾。从分期频率和年频率的关系出发,探讨现行分期汛限水位方法往往不能达到指定防洪标准的问题,指出分期汛限水位设计中存在的最优性。在不降低水库防洪标准的前提下,基于分期设计洪水调洪演算结果,提出了优化设计分期汛限水位的模型与解法;结合五强溪水库分期汛限水位设计实例,说明了分期汛限水位优化设计模型通过稍微降低主汛期的汛限水位,可获得一定的防洪效益,换取汛前期、汛末期汛限水位的较大幅度抬高,从而提高水库整个汛期的兴利效益,在不降低水库防洪标准的前提下,实现洪水资源利用率的最大化。
This paper is aimed at deriving the optimal reservoir seasonal flood control water level(FCWL) during flood season operation. The current seasonal FCWL is analyzed and concluded that the design flood standards couldn't be attained. For given design flood standards, the seasonal FCWL isn't unique and should be determined optimally. Based on the result of seasonal design flood hydrograph routing, an optimal seasonal FCWL model is proposed. With Wuqiangxi reservoir as the case study, this optimal model can maximize the hydropower energy without decreasing the design flood standards.
