南水北调对长江流域水资源承载力的影响及水资源优化配置方法 被引量:11

摘要 南水北调工程规模空前、影响面广,对促进华北及西北地区经济发展、环境改善是很有利的。但调水也将对水源地的水资源状况产生各种影响,水环境承受压力的增加会降低长江流域水资源承载力并可能制约长江流域经济的协调持续发展。本文在肯定南水北调巨大经济、环境效益的基础上,综合评价了调水工程,分析了调水带来的负面影响,特别是长江流域调水后水资源承载力因子的变化,并提出了减小负面影响的对策及水资源优化配置方法, The scale of South-to-North water transfer project is too huge for the national welfare and the people' s livelihood. It will develop economy and improve environment of North and North West of China. But water transfer will have various kinds of impacts on hydrology and water resources of the transferred basin, it will increase the influences of water resources load capacity of the Yangtze River basin and restrict the economy development of Yangtze River basin. On the basis of approving its great benefits of economy and environment, the integrative evaluation of the water transfer project is stated, its side-effect especially the changes of water resources load capacity is analyzed. Finally, the countermeasures to diminish the side-effect and the methods to optimize the allocation of water resources are presented in this paper.
