全球化背景下中国国家创新体系建设

Construction of Chinese National Innovation System under the Background of Globalization

构建国家创新体系是建设创新型国家的内在要求。中国国家创新体系呈现出与国外创新国家不同的特点，也存在着以企业为主体的创新体系尚未真正建立、科研机构运行机制与功能错位、政府科技经费使用效率较低，以及运用知识产权制度的能力不足等亟待解决的问题。在国家创新体系建设中，要正确发挥政府作用；加强政策的协调性；加大创新投入，提高创新效率；加大创新力度，使企业真正成为创新的主体；分类对科研机构进行改革和重组，建立与功能相适应的运行机制；加大知识产权保护力度，提高知识产权的价值。

It is essential for innovative country to construct national innovation system, China＇s innovation system has taken on some differences with foreign innovative country, and it still has some problems, for example, the innovation system which enterprises are the principal part hasn＇t still been set up, the running system of scientific research institutions doesn＇t match with their function, the using efficiency of government science and technology outlay is very low, and it is still lack of the ability of using knowledge institution and so on. Therefore, to construct national innovation system, we should carry out the function of government truly, strengthen the coordination of policies; increase the input and improve innovative efficiency; increase innovative power and make enterprises the innovative principal part; reform and reorganize scientific research institutions and construct corresponding running system; put more attention on knowledge rights protection, and improve the value of knowledge rights.
