Competition capability plays so an important role for development and welfare of every region and country in the era of globalization. This article goes out from the German experiences and discusses why social balance is also one of the most important factors of competition capability, and how to establish a mechanism of social dialogue and cooperation not only for balance of social development but also for efficiency of economic development.
