Marx and Engels discussed the nature of Vienna System

维也纳体系的本质主要体现在三个方面:是用18世纪的原则统治19世纪的欧洲,是历史的反动,不符和历史进步的潮流;维也纳体系体现了西方列强对弱小民族利益的践踏,是典型的强权政治;维也纳体系主要围绕着欧洲大国争夺欧洲大陆的霸权而展开。鉴于此,马克思和恩格斯指出:维也纳会议不过是人类历史记载上曾经有过的最怪诞的国际法虚构物之一。

The nature of Vienna System is embodied by three aspects：one is that it governed the 1800＇s Europe with the 1700＇s rules,contrary to the history and unfit for the tide of history progress. One is that it showed that the west strong countries trampled the weak nations＇ benefits and was the representative strong politics. And the last is Vienna System mainly circled around the core that the strong countries fought for the hegemony of European land. From above, Marx and Engels pointed out that Vienna System was only one strange monster of international law that had existed in the man＇s history.
