老工业基地甘肃省人力资本状况及问题的实证研究

Empirical Research on the Human Capital in the Traditional Industrial Base Gansu

本文利用可得到的数据,在对会计成本法进行改进的基础上,对我国老工业基地——甘肃省1990-2002年期间的人力资本状况进行了估算,比较分析了其人力资本投资/存量、人力资本形成效率及HC-GDP规模调适指数等,发现和指出了其人力资本状况存在着老工业基地具有代表性的问题,从而得出其未来的人力资本发展战略和政策措施。

Used the available data, the paper calculates Gansu, the traditional industrial base, on its stocks of human capital from 1990 to 2002 with cost method. Based on it, the paper comparatively analyzes its investments and stocks of human capital and the forming efficiency of its human capital , also the HC-GDP index. In the meantime, the paper points that there are some typical problems in the situation of its human capital, then concludes the strategies and policies.
