本文从我国电子文件问题的严重性、与国外情况比较后的反思、网格新技术的研究、科研项目要落在实处等多个方面对电子文件管理国家战略问题进行了再思考。强调制定和实施电子文件管理国家战略要落在实处,并应充分考虑新技术的发展,力争实现与“金档工程”的对接。

This essay reconsiders the problems of the national strategy of managing electronic records from the aspects below： the severances of the problems in electronic records, introspection after comparing with situation offshore, new technology in informationalization ---Grid and the practice of scientific research. Emphasizing that the enactment and enforcement of national strategy in electronic records management should be applied to actual conditions, the author also suggests that the development of new technology needs to be taken into consideration to establish a linkage with the ＂Program＂ of Golden Archives＂.
