介绍美国得克萨斯州可再生能源电力的发展历程及现状,阐述美国联邦政府及得克萨斯州公共事业委员会为促进可再生能源电力快速发展而制定的一系列产业政策,尤其是可再生能源发电配额制和电力标签制度。论述得克萨斯州电力市场中可再生能源信用证(REC)交易市场的有关情况,包括信用证市场的管理与运行、REC的计算与交易、REC的奖惩等。对得克萨斯州可再生能源电力发展趋势进行分析。
The developing process and status of renewable energy in Texas, USA were briefly introduced, and the policies established by USA and Public Utility Commission of Texas （PUCT） to promote the developing of renewable energy were explained in detail, such as ＂Renewable Portfolio Standards＂ and ＂Electricity Facts Label＂. Especially, the trading program of Renewable Energy Credit （REC） in the Electric Reliability Council of Texas （ERCOT） market was described, and the trends of renewable energy in Texas electric power market were analyzed.
