香港基本法是宪法性法律

至今年7月1日,香港回归祖国已历经十年。香港回归的十年,是"一国两制"伟大构想付诸实践的十年,是按照这一伟大构想制定的香港基本法实施的十年。"一国两制"、香港基本法、特别行政区制度都是人类历史上的创举,十年路程中风风雨雨,也在情理之中。如何对香港基本法实施过程中的经验进行总结,在未来的发展中继续保持香港社会的繁荣和稳定,是在香港回归十年的今天我们需要做的紧迫工作。本刊特约请对香港基本法的实施有所研究和关注的几位学者就香港基本法的实施发表自己的见解,与读者共同思考这一重大课题。

By July 1st, 2007, Hong Kong has been returned to China for ten years. It means that the Basic Law and the great design of 'One country, Two systems' have been carried out in Hong Kong for ten years. The idea of 'One country, Two systems', the Basic Law and the system of Special Administrative Region are all great creations in the human history. So it is easy to understand that there were some difficulties during the implementation in the last ten years. And nowadays, it is of great necessity for us to absorb the actual experiences of implementing the Basic Law and to continue to keep Hong Kong prosperous and steady. So some scholars, who research on the Basic Law, are specially invited to express their ideas on the subject of implementing the Basic Law and relative issues in the future, so that our readers can be enlightened from them.
