摘要
因特网的普及在最广泛的程度上促进了人类的信息共享和交流,使人类的生产、生活方式发生着巨大的变化。但因特网对大多数民族国家的安全又产生了一些负面影响。它在一定程度上冲击了民族国家的主权,削弱了民族国家对信息传播的控制能力,弱化了民族国家的管理和监督职能。民族国家应树立新的国家主权观念,把信息主权置于突出位置;构建信息安全保障体系;争取在制订因特网运行规则时拥有发言权;发展电子政务以提升国家信息化总体水平,从而消解信息安全的诸多问题。
After presenting a detailed analysis of the Internet's impact on the security of nationstates from the perspective of the international politics, this thesis points out that Internet not only affects a nation-state' s sovereignty and impairs its ability to control information spread, and thus weakening its functions of management and supervision as such, but also plays a negative role for most nation-states in that global cultures tend to become identical and monotonous under its influence. Some countermeasures are hereby provided for a nation-state to maintain its sovereignty in information governance, to secure its say in the rule-making for Internet rule-making and to enhance its national performance in informationization.
