根据俄罗斯解密的有关档案资料可知，共产国际执委会要提拔忠于莫斯科的“年轻的共产国际派”王明等人，为此，远东局负责人米夫不遗余力地支持和执行莫斯科的指示，使刚刚召开过六届三中全会不久的中共中央又被迫接着召开六届四中全会，主持召开六届三中全会及会后主持中央工作的瞿秋白和周恩来成为六届四中全会火力批判的主要对象，全会对中共中央委员会进行了改选，王明等人进入中共高层领导机关。此后，中共和中国革命为这一高层领导的变动付出了沉重的政治代价。
