和谐新农村建设应坚持一切从实际出发，夯实构建和谐新农村的经济基础；坚持“以人为本”，充分调动广大农民群众的积极性、主动性和创造性，激发构建和谐新农村的内在动力；遵循自然和社会发展规律，切实维护好构建和谐新农村的生态环境，促进入与自然的和谐发展。

The construction of the new harmonious countryside should stick to the principle of starting off from the practice, catch up with development which is regarded as the first important task of the CPC＇s administration, and consolidate the economic foundation. This campaign ought to follow the human -centered guideline, and encourage the mass of farmers to take the initiative and exercise their power of creativity, thus invigorating the intrinsic energy in the countryside. Meanwhile, the law of nature should be obeyed, and actions should be made to conserve the ecological environment so as to achieve the harmonious development of human and nature.
